The basic draw procedure was to draw out the pots starting from Pot 1. One team from each pot would be placed, in order of being drawn, into one of three groups from A to C. After each team was allocated to a group, its position in the group was based on ranking. This determined the team's placement in the predetermined fixture schedule. The seeded teams were automatically placed in their group's Position 1.
AIFF's Referee's Committee will select thirty referees through its Refereeing Assistance Program to officiate at the Kalama Spring Cup, two from each participating nation as well as six from non-participants.
The twelve teams that qualify are to be divided into three groups. The top two teams in each group advanced to the knockout stage along with the best two of the third-place teams, filling out the knockout field of eight.
